Republicans seek BIA reform
DECEMBER 20, 2000
Indianz.com
{excerpted}
Citing a number of problems, including the failure
of gaming to reduce poverty overall in IndianCountry, two Republican members
of Congress on Tuesday called on the incoming George W. Bushadministration
to reform "top to bottom" the Bureau of Indian Affairs.
"In light of serious questions about the credibility
of the federal recognition process forNative American tribes, we are writing
to request that the incoming Bush-Cheney Administrationinitiate a full-scale
reform of the Bureau of Indian Affairs," wrote Representatives Frank Wolf
(R-Virginia) and Christopher Shays (R-Conn) to Vice President-elect Dick
Cheney.
Wolf and Shays held a press conference yesterday, detailing
their latest foray into Indian affairs. Although neither has been seen
taking an active role in Indian issues during their years in Congress,
Wolf and Shays in recent months have begun calling for various investigations
into Indian policy.
{not partisan..} Still, Wolf and Shays appear
only to have fellow Republican lawmakers on their side. In September, they
were joined by other GOP members of the House in calling for a full-scale
investigation of the federal recognition process by the General Accounting
Office (GAO).
{empowerment zones..}Pres Bill Clinton touted
the idea during his visit to the Pine Ridge Reservation in South Dakota
in 1999, one of the nation's legislatively designated empowerment zones.
With the passingof the budget last week, the White House lauded the "New
Markets Initiative" as the success of bipartisan cooperation.

HOG-FARM PLANS RAISE STINK ON RESERVATION
By Steve Miller,
West River
Editor
Bell Farms plans to build another huge hog farm in
western Mellette County, and opponents are crying foul.
The new hog farm would be built about six miles north
of Cedar Butte. It would join the Grassy Knoll hog farm built in 1999 seven
miles west of White River. Cedar Butte is about seven miles west of the
Grassy Knoll farm...
...The tribe ships water it pumps from the Oglala
Aquifer to the Grassy Knoll farm.
Once the Mni Wiconi water project is extended to Rosebud,
sometime in 2002, it will bring Missouri River water to both hog farms,
Huq said. Under the agreement, the tribe is not charging Bell Farms for
the water.
Opponents of the present hog farm said they had not
previously heard of the plans for the second farm and they're not happy
about it.
